Because I felt like it. These are intended to be balanced with the normal PC races.

Highborn Kobolds

Kobolds are weak, craven, and seething with resentment for the rest of world. However, every now and then, one of them is born who is demonstrably superior to his or her kin, in mind and body. Whether this is a resurgence of draconic blood, a divine blessing, the product of a dedicated eugenics program, or simply good fortune, these highborn kobolds invariably end up either in positions of leadership over their kin, or shunning them for the company of "less backwards" races. They tend to share common kobolds' sadistic and vengeful tendencies, with none of the cowardice, bowing their heads only grudgingly to creatures that demonstrate vastly greater might (though true dragons are still considered revered ancestors or cousins).

Highborn kobolds tower over their common kin (relatively speaking), averaging three and a half feet tall, and weighing 45 to 50 pounds. They are more physically robust as well, and their scales are always brilliantly colored, usually in chromatic hues, though metallic scales are not unheard of. Otherwise, except for a fondness for fine clothing, they resemble normal kobolds.

Highborn Kobold Racial Traits
+2 Dexterity, +2 Intelligence, -2 Strength: the highborn are keen of wit, and just as agile as normal kobolds, but more hearty.
Reptilian: Kobolds are humanoids with the reptilian subtype.
Small: Kobolds are Small creatures and gain a +1 size bonus to their AC, a +1 size bonus on attack rolls, a –1 penalty on their combat maneuver checks and to Combat Maneuver Defense, and a +4 size bonus on Stealth checks.
Normal Speed: Kobolds have a base speed of 30 feet.
Darkvision: Kobolds can see in the dark up to 60 feet.
Armor: Kobolds have a +1 natural armor bonus.
Bite: Highborn kobolds jaws are strong enough to grant them a natural bite attack; this is a primary attack when used alone, or secondary when combined with weapon attacks, dealing 1d4 base damage plus one-and-a-half times their Strength modifier (even when used as a secondary attack).
Cunning: Highborn kobolds gain a +2 bonus on Bluff, Sense Motive, and Perception checks. Bluff and Sense Motive are always class skills.

Alternate Racial Traits
Highborn kobolds can select any alternate racial traits available to normal kobolds (replacing cunning instead of crafty), as well as the following:

Breath Weapon: the highborn kobold gains a breath weapon, usable once per day that deals 2d6 damage in either a 20 ft. cone or 15 ft. line. This damage is either acid, cold, fire or electricity, chosen at character creation. A Reflex save (DC 10 + 1/2 level + Con bonus) negates this damage. This racial trait replaces bite.

Claws: the highborn kobold gains two claw attacks, dealing 1d4 damage each. This racial trait replaces bite.

Flight: some highborn kobolds have wings strong enough for true flight. They possess a fly speed of 30 ft. with clumsy maneuverability. This racial trait replaces armor and and cunning.

Giant Kobold: some highborn kobolds are veritable giants among their kind. These kobolds are Medium instead of Small, being roughly five feet tall and weighing about 110 pounds. They receive +2 Constitution, +2 Charisma, -2 Wisdom instead of the normal highborn kobold ability score modifiers.
